Cannot Diagnose Help!

An albino goldfish of mine was really very sick last year and I posted pictures of his illness as it was very visible and looked awful. With your help he recovered just fine. Despite being very careful he is sick again. I have done my research but I have no idea what this is. He is curled to one side and just floats or will occasionally do a crazy whirling swim. His eyes are really strange. I can't say that it's popeye. Both eyes are dramatically turned as if straining to look to one side. You know like when you are turning the wheels of a car to park. The eyes are stuck like that. Is this a form of popeye? He is a white fish and the color of his head seems off and even the "skin" seems opaque and strange. There seems to be something going on in there. Should I feed antibiotic food? It seems like an internal problem. There is nothing on the outside.

gosh , sound like a state of mutation.. lol..

seriously, it will be useful if you post the water condition...

Ammonia level, nitrIte n nitrAte level, any plants?? type of filtration, etc..

Is there anyway that he could have recieved a shock? Like an electrical shock?

What kind of food have you been feeding him?

I hope that he gets better soon, sorry I don't have any advice right now.
