Betta & Neon Temperature

So for the tank for my in law, do I need a heater? The lights bulbs of the 10 gallon tank really warm the water. I just checked it and it came to 75 or 76, while the big goldi tank without heater and fluorescent light is only at 70.

Current room temperature is about 66 or maybe 67 at the most.

That means the tank temperature over night with the lights off will drop to 70 if I don't use a heater. I guess that is too cold for the fish, right? I'm talking here about the three to four colder months of the year in the south. From about March until late October or early November it is quite warm here. I know for sure that no heater will be necessary then because the temperature in the house never goes below 77.
