Goldfish mature for breeding at the age of one, but normally they are difficult to sex until they become longer than 8cm, they are in their prime at three years.

There is no reliable way for you to tell a goldfish's age yourself since they vary in speed of growth due to diet, housing, stunting, etc. If they are less than a couple of inches long they usually are under 12-18 months.

Some of my telescopes which were 2 inches that I purchased less than a year ago all are now at 3-4 inches body length minus the tail. They are about 15 months old in my estimation and showing breeding behavior.
