Ammonia itself is a gas. A combination of 2 gases> nitrogen (N) and hydrogen (H). The hydrogen is 3 parts (3) to the nitrogen

=NH3

When pure anhydrous ammonia gas is dissolved in water it is technically called aqua ammonia.

The ammonia gas is suspended/dissolved in an aqueus solution, usually distilled water. The percentage of actual ammonia varies in commercially available products between 3% and 28%. If you want a higher level, it may be possible to find in industrial use.
