It depends what type of shop it is, a lot of "pet shops" tend to stock what they know will sell well, like common goldfish. Whereas a good aqautics store, which obviously specializes in fish, tend to have a wider range of goldifsh - single tailed and fancies.

It's a shame you don't have a shop which just specializes in fish near you as I'm sure you'd find an Oranda there. Like the others said, they really are one of the most commonly found fancy goldfish in most parts of the world. I think if you ask nicely the shop will try to get one in for you, but don't commit yourself to buying it until you've seen and checked it out. Good luck! :)
