Java moss is happy when it's floating, and does well in really low light, but fish usually wont eat it. Hornwort is another low-light plant that floats, not sure if they eat that one at all. It's available in a lot of stores, even big chain stores sometimes, and people say that it uses a lot of nitrate. Here are all the plants listed as "floating" on plantgeek.net.
