In the wild it is probably spring. Warmer weather, a bit of rain, an abundance of insects and plants to eat.

You can simulate that by changing water, making them warmer, giving them good food and piles of floating plants or breeding mops to lay their eggs on.

Mine spawned in autumn when I did a waterchange and added piles of new plants.

Actually, out in ponds goldfish and koi spawn in late spring to mid summer. It's the heat that warms the water. Temperature of the water induces spawning.

As does -- a clean environment, lots of good food, and room for more fish.

Also a drop in barometric pressure, if your fish are ready to spawn (ie female full of eggs, and male with breedign tubercles) a spring storm will trigger them to spawn.
