Converting broken fountain to gold fish pond

Hello all! I am wanting to know if it is possible to convert a fountain in one of our city parks to a gold fish pond. The fountain has cost the city tons of money because it has an architectural flaw: the parts that make it flow are electrical and found underwater in the guesstimated 8 feet around base. It continously shorts out and new parts have to be bought and put in.  I am wondering if it is possible to convert it to a gold fish pond safe for the fish and cost effective for the city. In case this matters: the upper two levels I plan on making into succulent planters. Will that affect the fish in any way?

Thanks for any guidance y'all can offer,

Sarah Hollimon
