Question about temperature/water parameters

Hi guys!  So recently my 5 gallon betta tank turned into a 10 gallon small community tank with the 1 betta, 7 neon tetras and 2 platys.  I realize it is a little over stocked, but it is heavily planted and ammonia, nitrites and nitrates are always 0.

 

1) I am using the same heater from the 5 gallon tank, and it is only keeping my water aroung 76 F.  Should I get a new heater?  In the 5 gallon the water was usually about 80 F.

 

2) What KH/GH do I want for these fish?  Currently the KH is at 150ppm and I have to get a kit for the GH so I am not sure what that reading is.

I believe it is an aqueon 50 watt, I can tell you exactly which model when I get home. It said it was for aquariums 10 gallons and less.
