White film over body?

Other Required Info:[*]* Brand of test-kit used and whether strips or drops? API drops

[*]* Water temperature? 78F

[*]* Tank size (how many gals.) and how long has it been running? 20g QT running for 2 weeks

[*]* What is the name and "size of the filter"(s)? 200gph

[*]* How often do you change the water and how much? 75% every other day

[*]* How many days ago was the last water change and how much did you change? Yesterday

[*]* How many fish in the tank and their size? 1 16cm fish

[*]* What kind of water additives or conditioners? Prime Kusuri .3% salt

[*]* What do you feed your fish and how often? Hikari Lionhead every other day

[*]* Any new fish added to the tank? New fish in QT

[*]* Any medications added to the tank? Kusuri salt .3%

[*]* List entire medication/treatment history for fish and tank.Please include salt, Prazi, PP, etc and the approximate time and duration of treatment. On second round of Kusuri Wormer Plus and been at .3% salt for 3 days

[*]* Any unusual findings on the fish such as "grains of salt," bloody streaks, frayed fins or fungus? Red streaks in fins, white film over body only seen at certain angle

[*]* Any unusual behavior like staying at the bottom, not eating, etc.? Doesn't swim around much

So I'm basically worried about my new fish in QT, when I got her she appeared and acted healthy but after 2 weeks and on her second round of Kusuri she is slow and has like a white membrane over the sides of her body that can only be seen at a certain angle, I'd post a picture but tapatalk won't let me for some reason..any ideas what might be wrong with her anyone?
