swollen eye and frayed fins

My black moor Pistachio's tail is looking very ragged, and several weeks ago I began to notice that one eye was larger than the other. I upped my water change amounts but the condition has not improved. Today upon close inspection I can see some sort of small bubble on his pupil. Time for meds? I have melafix on hand, would that be worth trying? And if so, should I treat the whole tank just to be safe or separate him? If melafix is not the way to go, what should I do instead? Sorry for all the questions, just want to help my baby!

    2 days, ~50% (larger change due to concerns about his eye)

    1 fantail and 1 black moor, bodies ~2-3 inches long

  • What kind of water additives or conditioners?
    prime

  • What do you feed your fish and how often?
    Omega One small pellets, 2-3 times daily
    Supplemental veggies ~once a week

  • Any new fish added to the tank?
    no

  • Any medications added to the tank?
    no

  • List entire medication/treatment history for fish and tank.

  • Any unusual findings on the fish such as "grains of salt," bloody streaks, frayed fins or fungus?
    frayed/ragged fins, bulging eye with small bubble in it
  • Any unusual behavior like staying at the bottom, not eating, etc.?
    I catch the black moor resting on the bottom sometimes, but as soon as he sees me he gets right back up. No change in appetite. Oh and this might not be relevent, but he and my female fantail spawned for the first time last week, he has since been chasing after her more often than usual (although this doesnt seem to phase her at all)
